* very affordable to students and the working class.

* safety
* popularity and current driving habits

Answers:

* roads will be built or retrofitted to promote this form of transportation with increased safety and a barrior between larger vehicles.
* trade building with manufactures and service industries
* state endorsement and positive campaign for light weight, small footprint 2 or 3 wheeled vehicles.
